Property tax is a major part of education funding in New Jersey. Here is a draft paper (4 pages plus appendices) on a new type of help for New Jersey taxpayers. A "self-supporting property tax deferral" program would reduce the regressiveness of property taxation -- at zero cost to the state, municipalities, and taxpayers.
I'd greatly appreciate your comments on this draft. Am I overstating the case, or am I on target? Have I missed something? What would improve the proposal? How would the program affect your community, or your organization?
As always, please criticize. Your direct feedback, whether critical or favorable, will help me improve the final paper. Please post your comments here. I'm aiming to finish the next version in about a week, around October 6.
Your comments have been wonderfully helpful in my previous paper, on improvements to New Jersey's school funding formula: (valuenj.typepad.com/NJ-schools-finance-formula-principles-2007-09-07b.pdf). I'm still receiving feedback and will likely write a Version 2 as a result.
Thanks and best wishes,
